Can I change my TikTok link after the card ships?

Without it, send our support team the new link and the card is reprogrammed free of charge, or rewrite the NFC chip with a free NFC-writing app. If your card has a printed QR code, mention it so we can confirm where that code points.

Does it work if my viewer does not have the TikTok app?

Yes. When the TikTok app is installed the link usually opens in it; when it is not, your profile opens in the mobile browser.
